如发言人的社会角色和归属、发言人与记者的关系，发言人的活动准则问题进行
了探讨。
新闻发言人制度是一个涉及新闻学、传播学、政治学、社会学、法学等领域
的综合课题，因此本文吸收了多学科的的研究成果，采用的研究方法主要包括内
容分析法、文献研究法、调查研究法、统计法等。

研究创新点:
1.对新闻发言人的起源、发展以及在我国建立和发展的过程进行梳理，并对新
闻发言人制度的现实意义进行深入解读。
2.结合定性研究和定量研究的方法，首次对03年以来新闻发言人制度在全国展
开的实践进行系统的实证研究。定量研究选取了中央两个部门—外交部和
国新办以及五个省市(直辖市)、近900场新闻发布会为研究对象，为研究新
闻发言人制度的建构和新闻发布会实务提供了鲜活的第一手材料。
3.提出有中国特色的新闻发言人制度建构中函需解决的问题，并从正式规则和
实施机制、新闻发布会实务两个层面对之进行系统研究。
4.尝试对新闻发言人制度建设中的一些基本理论问题有创新性的认识。
