F. SA at the project post-evaluation stage

The independent post-evaluation of an ADB project is an objective, just and

comprehensive evaluation of the project’s decision-making, preparation, implementation and operation aspects by experts organized by the ADB Independent Evaluation Department, and the outputs are fed back in the form of a post-evaluation report. An independent

post-evaluation report is not necessarily prepared for every project. ADB’s projects within a year are usually sampled randomly for the preparation of an independent post-evaluation.

SA at the post-evaluation stage is based on the information, documents and reports

collected or generated at the identification, preparation, implementation and final reporting stages of the project, and is also a systematic analysis of the previous stages. SA at this stage is focused on the following:

i) Project impact analysis: The tangible and intangible benefits and results of the

project for social and economic development are analyzed, with focus on the impacts of the project on the affected area and communities, covering the six elements of sustainability, institutional development, participation, women and equality. However, the social impact

analysis shall be focused on different elements depending on the project objectives and target groups.

ii) Project social adaptability analysis: including if the project is suited to the affected population’s needs, if the local communities are satisfied with the project and support the sustained implementation of the project; an analysis of the allocation of the poverty reduction and other benefits of the project, institutional development, the participation and practice of women and other vulnerable groups; a comparison of the evaluation outputs of the previous stages and a study of if there is any problem with the project; if yes, measures should be studied and taken to solve the problem.

iii) Project sustainability analysis: The following tasks shall be fulfilled on the basis of a comprehensive analysis of government policies, administration, organization and development, the participation of the local government and the public, financial, technical and social (cultures, customs, etc.) factors, and the external political and economic environment: determining the causality between the social benefits and objectives of the project, and the relevant

sustainability factors; differentiating the subjects of control of different influencing factors; differentiating different factors in project initiation, design, construction, operation and

maintenance; and analyzing if the project can operate successfully in a sustainable manner.

iv) Experience and lessons from the project: analyzing the experience and lessons from the project: 1) key experience and lessons with the project’s own characteristics; and 2)

experience and lessons that may be used as a reference for other projects, especially those in respect of social security policy, decision-making, procedures, management and

implementation

5. SA of projects of different types

The SA analysis framework is largely the same for projects of different types. There are many common points among SA methods, key items and procedures at different stages. For example, it is required to analyze how different groups benefit from the project, the poverty reduction role, positive and negative social impacts of the project and the impacts on women,
