ensuring the participation of all stakeholders, especially vulnerable groups, in the project; vi) developing a monitoring and evaluation framework for the social development objectives and impacts of the project; and vii) confirming and improving project preparation plans (if necessary), such as measures and action plans for resettlement, labor security or ethnic minority development.
The final written outputs of this stage of SA include a detailed PSA (including the social security monitoring framework—specific objectives and indicators) and the resulting SPRSS (Summary Poverty Reduction and Social Strategy), in which the PSA is a supplement to the report submitted by the consulting firm to ADB and the SPRSS is one of the core appendixes to the report submitted to the ADB President.
a. PSA
i) Before detailed SA, the social and economic profile of the affected area shall be described and analysis. Depending on the scope and objectives of the project, the detailed social and economic conditions may vary, and the key social issues related to the project shall be highlighted.
ii) Poverty analysis is intended to break down and deepen the IPSA at the identification stage with focus on project risks, define and quantify the social benefits of the project, propose feasible action plans and measures to strengthen project benefits and relieve risks, and establish a mechanism that involves the poor population in the project and enables them to benefit from the project.
iii) Detailed social gender analysis is one of the key SA tasks at the preparation stage, including: 1) if women are substantially involved in the departments concerned; 2) if the project can improve opportunities, services, assets or resources available to women or girls directly; and 3) the possible negative impacts of the project on women or girls. On the basis of this
analysis, corresponding action plans or measures must be incorporated into the project design to avoid or minimize such negative impacts, and ensure that women and/or girls can participated in and benefit from the project.
iv) At the preparation stage, a detailed plan for C&P with the stakeholders during project design and implementation shall be developed. C&P is usually conducted in such forms of workshop, stakeholder seminar, FGD and key informant interview to consult the stakeholders about comments and inputs on the project design and the specific actions or the measures to relieve the negative impacts. Consultation outputs are usually expressed in a table or matrix. How detailed or deep-going C&P is depends on the risk level and complexity of the project.
v) Social security and other social risks: If an RP and/or EMDP (Ethnic Minority
Development Plan) has been prepared as necessary at the preparation stage, it has to be introduced briefly in SA. At the same time, it shall be determined if there are risks in respect of ability and willingness to pay, labor employment and AIDS/HIVS dissemination, etc. in the project, and take risk aversion measures as the case may be at the preparation stage.
b. SPRSS
The SPRSS shall be prepared according to the detailed PSA (Poverty and Social Analysis) conducted at the preparation stage and the SPRSS template supplied by ADB, including: 1) poverty analysis and strategy; 2) social analysis and strategy; 3) social security and other social risks; and 4) monitoring and evaluation.
C. SA at the project implementation stage
