objectives, judge the positive impacts and potential social risks of the project, prepare a

preliminary C&P plan, and determine if it is necessary to and how to conduct a detailed social and poverty analysis at the preparation stage. ADB social development experts usually conduct an IPSA (Initial Poverty and Social Analysis) on the basis of field investigation, and prepare TOR (Terms of Reference) on this basis to guide the next stage of SA.

a. IPSA

The main purpose of IPSA is to identify the scope of poverty and social issues to be addressed at the preparation stage. Generally, IPSA is conducted together with stakeholder analysis, etc. The key issues to be identified in IPSA include:

i) The poor possibly affected by the project: If the project may affect the poor within the affected area negatively and marginalize them, it should be determined that a participation and poverty reduction action plan is to be prepared for them at the preparation stage;

ii) Identification of stakeholders, and preliminary determination of a C&P mechanism for them: For a project with relatively low risks, a simple plan will suffice; for a complex or high-risk project, a detailed C&P mechanism should be established the preparation stage, including an information sharing mechanism and a C&P pattern;

iii) Social gender: The scope and implementation mechanism of the proposed project should be analyzed, the impacts on women identified, and it determined if it is necessary to develop a social gender development plan at the preparation stage from the perspective of social gender;

iv) Involuntary resettlement: Social development experts shall judge the quantity and degree of resettlement that may be involved in the project, and determine if it is necessary to develop a corresponding resettlement plan (RP) at the preparation stage;

v) Ethnic minorities: ADB social development experts will determine if it is necessary to develop an EMDP at the preparation stage as the case may be;

vi) Identification of potential social risks: labor unemployment risk; risks of ability and willingness to pay, AIDS dissemination risk, etc.

b. TOR

ADB social development experts shall prepare TOR based on the project’s IPSA results and determine aspects that require a detailed social analysis. The TOR shall define the resources required for SA and the corresponding assignments, including: i) manpower

required for poverty, social and ethnic minority analysis; ii) tasks to be performed by experts (varying from project to project); and iii) working schedule.

B. SA at the project preparation stage

SA at the preparation stage is detailed SA based on the key social issues outlined in the IPSA at the identification stage, usually conducted by technical assistance experts in social development appointed by ADB in light of the project’s TOR.

At this stage, the SA tasks include: i) collecting detailed information required for SA by means of social survey (if necessary), FGD, key informant in-depth interview and secondhand information collection; ii) defining the social development objectives, outputs and indicators of the project; iii) defining and quantifying the positive and negative impacts of the project; iv) analyzing the potential social risks of the project, and proposing measures and plans for risk-reducing social actions that include time and expenses on the basis of adequate

consultation with the departments and groups concerned; v) confirming the C&P plan, and
