SA at the implementation stage refers mainly to internal and external monitoring and

evaluation based on how effective the action plan and measures determined at the preparation stage are implemented. Internal monitoring shall be conducted by the PMO under the direction of social consultants at the implementation stage mainly, while external monitoring shall be performed by a qualified SA agency as an independent third party. In either case, progress or monitoring reports shall be submitted to ADB periodically.

The following tasks shall be fulfilled at this stage of SA: i) establishing a sound monitoring and evaluation mechanism that covers both internal and external monitoring in order to

understand the latest progress and new issues of the project, and feed such information back to the decision-making level of the project so that the project can be implemented successfully as scheduled; ii) formulating a public monitoring and evaluation procedure, and setting

monitoring and evaluation indicators to measures the social impacts and risks arising from the project; iii) collecting and analyzing information: Secondhand information on the project shall be collected first, and then firsthand information collected using the interview, questionnaire and FGD methods; such information shall be subject to social impact and risk analysis; iv) evaluating how are the indicators and objectives in the action plan are implemented and how has the project met the target groups’ needs; v) proposing intervening inputs on social issues arising from the project, and proposing an adjustment plan to eliminate issues that prevent the social objectives of the project from being fulfilled, namely a social action proposal; and vi) submitting the monitoring and evaluation report of the project.

The key items of monitoring and evaluation at the implementation stage include: a. the SAP approved by ADB, usually covering action plans for poverty reduction, social gender and development and other social risks; if the project involves no or minimum social risks, the social indicators of the project shall be monitored (usually included in the performance monitoring indicators of the project); and b. RP (if required) and EMDP (if required).

a. SAP monitoring

i) Monitoring and evaluation of poverty impacts: The logic framework analysis method is usually used so that the design can reflect the monitoring indicators of poverty reduction impacts and effects of the project. This method is used to monitor project progress, the impact on poverty reduction, if the project has acted on the poverty reduction plan developed at the preparation stage, if the poor population (accounting for a majority) has received the products and services offered by the project, the poverty reduction effects on the poor population when receiving the products and services offered by the project, and if the implementation of the project has reduced the ability to pay of the poor population and caused secondary poverty to the poor population. Issues shall be fed back to the employer timely for adjustment, and it shall be ensured that such adjustments can be implemented.

ii) Monitoring and evaluation of social gender and development: In monitoring and evaluation at the implementation stage, indicators for social gender activity monitoring and performance evaluation shall be set, and the monitoring and evaluation mechanism regulated according to the conclusion of the social gender analysis and the resulting implementation plan so that women in the target groups are involved in a sound mechanism and framework. The social gender issues of concern in project implementing include: if there is any indicator that measures how much men and women benefit from the project, if there is any indicator that defines the level of improvement of women’s and men’s entitlements, if data is collected by
