近年来，随着煤矿开采强度的加大，我国煤产量迅速提高，但在煤产量增加的同时，煤矿生产的安全事故也在不断增加。据资料统计，2009年全国煤矿共发生事故1616起，死亡2631人，同比分别下降17.3%、18.2%，虽然在数据中，全国煤炭百万吨死亡率历史性地降至1以下。这一成绩是在全国原煤产量由1999年的10.4亿吨增加到2009年的29.6亿吨的情况下实现的。而要降低煤矿生产的事故率，就要从根本上减少煤矿事故的发生。
