（三）建立创新成果考评机制

社会管理创新的各项成果之间也有质量上的差别、应用效果的好坏，因此，需要建立起完善的创新成果考评机制，包括创新成果评价标准、创新成果考评程序等内容。以科学的态度对待创新成果，客观、公平地评价社会管理创新成果，让真正有效的、高质量的社会管理创新成果脱颖而出。创新成果考评机制的建立可以保护相关人员创新的积极性，也保障了社会管理创新成果的质量。

（四）建立奖励激励机制

社会管理创新奖励激励机制是保障社会管理创新持续性和社会管理人员创新积极性的有效途径。激励机制的设立可以从物质奖励激励、精神奖励激励、升迁激励三个方面考虑。激励相关人员按照有利于社会管理与社会稳定的标准，对社

会管理新主体、新方式、新机制等进行探索，推动社会管理创新工作持续进行，保证公安机关社会管理水平不断提高。

（五）推广和应用创新成果

对于社会管理创新的成果，如不能及时、广泛地运用到公安机关社会管理工作实践中，势必会影响创新者继续进行创新的积极性，也会影响其他人员进行社会管理创新探索的热情。因此，对于考评效果较好的创新成果，管理机构应积极组织创新成果的推广和应用，在提高公安机关社会管理效果的同时，也让创新者感受到其价值所在。

On the Routing Selections and Relevant Issues of Social Management Innovation for

Public Security Organs

Abstract：The social management by public security organs is an important part of the government social management and directly affects people’s life and social stability. Faced with serious challenges brought by such new situations as the development of market economy, the division of social structure, the popularization of internet and the increase of people’s rights consciousness, the innovation of social management by public security organs is imperative. The innovation should be explored in three aspects, that is, the subjects, the manners, and the systems and mechanisms. Establishing the long-term mechanism can ensure the persistence of social management innovation for public security organs. Specifically, it can be established by setting up innovation management institutions, widening the sources of innovative thoughts, establishing the evaluation mechanism of innovation achievements, building-up incentive mechanism, and promoting and applying the innovation achievements.
