4.21.1.5Theaforementionedrequirementsshallnotapplytoanydischargemechanismincapableofstoringenergyindependentoftheuser,orintendedtopropelaground-basedvehiculartoyalongatrackorothersurface,orwhentheprojectileisinaccessibletoachildwhenitleavesthedischargemechanism,forexample,bagatelleorpinballmachines.

4.21.2DischargeMechanisms—Dischargemechanismsshallbeunabletodischargepotentiallyhazardousimprovisedprojectilessuchaspencilsorpebbleswithoutmodi cationbytheuser.

4.21.3Anyarrowshallhaveaprotectivetipthatcomplieswith4.21.1.4.

4.22TeethersandTeethingToys—Theserequirementsareintendedtoaddressapotentialimpactionhazardassociatedwithteethers.TheserequirementsareapplicablebeforeandafteruseandabusetestinginaccordancewithSection8.4.22.1Teethersandteethingtoysshallconformtothedimensionalrequirementsforinfantrattlesasspeci edin16CFR1510.Illustrationsofarattletest xtureareshowninFig.15.Ateethershallmeetthisrequirementwhentestedundertheforceonlyofitsownweightandinanoncompressedstate.4.22.2Inaddition,teethersandteethingtoysincorporatingnearlyspherical,hemispherical,orcircular aredendsshallbedesignedsothatsuchendsarenotcapableofentering

4.20.1Paci erswithrubbernipplesshallconformtothenitrosaminelevelsasspeci edinSpeci cationF1313.Thisspeci cationstatesthatatestsampleofnipples,drawnfromastandardproductionlot,shallnotcontainmorethan10ppbineachofthreealiquotsofanyonenitrosamine.Inaddition,thetotalnitrosaminesofthesampleshallnotexceed20ppb.4.20.2Toypaci ersattachedto,orsoldwith,toysintendedforchildrenunder36monthsofageshallcomplywiththerequirementsoutlinedin4.6.1ofthisspeci cation(smallobjects),andeitherconformtotherequirementsof16CFR1511orhaveanipplelengthnolongerthan0.63in.(16mm).Thismeasurementshallbetakenfromthenipplesideoftheshieldtotheendofthenipple.

4.21ProjectileToys—Theserequirementsrelatetocertain,butnotall,potential,unexpectedhazardsthatmightbecausedbyprojectile ringtoysandbythe ringofimprovisedprojectilesfromsuchtoys.Certainwell-recognizedhazardsthatareinherentintraditionaltoyssuchasslingshotsanddartsarenotcoveredbytheserequirements.Thedischargemecha-nismaswellastheprojectileshallconformtotherequirementsspeci edinthissectionaftertestinginaccordancewiththeappropriatetestmethodsdescribedin8.5-8.10and8.14.

4.21.1Theserequirementsapplytotoysthatareintendedtolaunchprojectilesintofree ightbymeansofadischargemechanisminwhichthekineticenergyoftheprojectileisdeterminedbythetoyandnotbytheuser.

4.21.1.1Noprojectileintendedtobe redfromatoyshallhaveanysharpedges,sharppoints,orsmallpartsthatwould twithinthecylindershowninFig.3.
