Thisstandardisissuedunderthe xeddesignationF963;thenumberimmediatelyfollowingthedesignationindicatestheyearoforiginaladoptionor,inthecaseofrevision,theyearoflastrevision.Anumberinparenthesesindicatestheyearoflastreapproval.Asuperscriptepsilon(´)indicatesaneditorialchangesincethelastrevisionorreapproval.

INTRODUCTION

Thepurposeofthisconsumersafetyspeci cationistoestablishnationallyrecognizedsafetyrequirementsfortoys.Althoughthisspeci cationwillnoteliminatetheneedfortheexerciseofparentalresponsibilityinselectingtoysappropriatetotheageofachild,orparentalsupervisioninsituationsinwhichchildrenofvariousagesmayhaveaccesstothesametoys,itsapplicationwillminimizeaccidentsinthenormal,intendeduseandreasonablyforeseeableabuseofthetoyscoveredbythisspeci cation.Thisspeci cationwasdevelopedoriginallyasaVoluntaryProductStandardundertheauspicesoftheNationalBureauofStandards,DepartmentofCommerce,andpublishedin1976(PS72–76).Thepresentrevisionisintendedtoupdatethesafetyrequirementstoincludethefollowingbyreference:publishedfederalmandatoryrequirements,relevantvoluntarystandards,certainnewrequirementsforaddressingpotentialhazards,andseveraltechnicalrevisionsbasedonproducerexperiencewiththeoriginalstandard.

1.Scope

1.1Thisspeci cation2relatestopossiblehazardsthatmaynotberecognizedreadilybythepublicandthatmaybeencounteredinthenormaluseforwhichatoyisintendedorafterreasonablyforeseeableabuse.Itdoesnotpurporttocovereveryconceivablehazardofaparticulartoy.Thisspeci cationdoesnotcoverproductperformanceorquality,exceptasrelatedtosafety.Exceptforthelabelingrequirementspointingoutthefunctionalhazardsandagerangeforwhichthetoyisintended,thisspeci cationhasnorequirementsforthoseaspectsofatoythatpresentaninherentandrecognizedhazardaspartofthefunctionofthetoy.Suchanexampleisasharppointnecessaryforthefunctionofaneedle.Theneedleisaninherenthazardthatiswellunderstoodbythepurchaserofatoysewingkit,andthishazardiscommunicatedtotheuseraspartofthenormaleducationalprocess.

1.2Ontheotherhand,whilearidingtoyhasinherenthazardsassociatedwithitsuse(forexample,fallingoffontothesidewalk),thepossiblehazardsassociatedwithitscon-struction(sharpedges,exposedmechanisms,etc.)willbeminimizedbytheapplicationofthisspeci cation.

1.3Thisspeci cationcoversrequirementsandcontainstestmethodsfortoysintendedforusebychildrenunder14yearsofage.Differentagelimitsforvariousrequirementswillbefoundinthisspeci cation.Theselimitsre ectthenatureofthehazardsandexpectedmentalorphysicalability,orboth,ofachildtocopewiththehazards.
