I.INTRODUCTION

Purpose

1.1The purpose of these Guidelines is to inform those carryingout a project that is financed in whole or in part by a loan from theAsian Development Bank (ADB), ADB-financed grant, or ADB-administered funds,1 of the policies that govern the procurementof goods, works, and services (other than consultant services)2required for the project. The financing agreement governs the le-gal relationships between the borrower3 and ADB, and the Guide-lines are made applicable to procurement of goods and works forthe project, as provided in the agreement.
