天全县“五小水利”工程规划研究

摘要： 在发生特大干旱的山丘区农村，主要依靠“五小水利”工程—小塘坝、小水池、小水窖、小泵站、小水渠，为农 村群众持续供水。实施“五小水利”工程是缓解地方供需水矛盾的最有效途径之一。

本文针对四川省水利厅《关 于开展县级“五小水利”工程专题规划编修工作的通知》（川水函[2012]289号）的相关要求，实地调查天全县“ 五小水利”设施现状，依据全县各村所处地理位置、耕地资源、旱情和水利化程度，分近期、中期、远期三个时 段规划“五小水利”工程的基本建设任务。根据规划目标，作出规划任务、规划内容、投资估算及保障措施。工程建设完成后，规划区耕地灌溉率达到80%，在一般干旱年实现项目区人均新增0.1亩有效灌面或浇灌面积，使项目区抗御自然灾害的能力明显增强。 关键词：“五小水利”；规划；投资；任务；灌溉；天全县

Abstract:the Five-Small Water Conservancy Projects-small ponds,small pools,small water cellars,small pumping stations,small water channels-plays a key role in supplying water for people in hilly areas of rural where there occurs a catastrophic drought.The implementation of the Five-Small Water Conservancy Projects is one of the most effective ways to alleviate the conflicts of water supply and demand in the local.

According to NOTICE ON Editing The Thematic Planning OF The Five-Small Water Conservancy Projects On The County Level([2012]289) published by Sichuan Provincial epartment of Water Resources,field survey on current situation of facilities for the Five-Small Water Conservancy Projects and plannings of the basic tasks of bulding the Five-Small Water Conservancy Projects in the short, medium and long-term periods based on the lacation,arable land resources and the current water conservancy facilities of each villiage in Tianquan county are presented in this paper.The planning tasks,planning contents,investment estimations and ensure measures are made based on the planning objectives.80% of the arable land in the planning region can be irrigated after the completion of the Projects and the irrigated area can increase by 66.7 square meters meters per person,which makes a significant enhance for the ability to resist natural disasters in the planning region.
