摘 要

业务流程重组起源于20世纪80年代，最初的业务流程重组只是一种单纯的管理思想，并没有很好的实现工具。随着企业生产和管理信息化的不断发展，借由实施ERP系统的契机，对企业进行业务流程重组在加强管理、降低成本、提高质量和加快反应速度等方面起到了重要的作用。

然而，一直以来在我国都没有对集团预算资金管理业务实施ERP系统并完成业务流程重组的成功案例。因此，本文就我国的集团公司预算资金管理业务流程重组问题进行探讨，研究其实现的模式和工具，并结合实际案例研究实现的具体方法及效果。

一方面，本文对业务流程重组和ERP工作流工具的产生、结合和发展状况做了全面的回顾。在分析我国集团预算资金管理的业务特点和一般管理模式的基础上，选择了“收支两条线”作为进行ERP系统实施和业务流程重组的模式，并探讨了“收支两条线”模式与ERP系统的结合和构建方式。

另一方面，本文研究了业务流程重组的工具——ERP工作流工具的改进，使之更加适应我国集团公司预算资金管理信息化的需要。以此为基础，探讨了ERP工作流工具在集团预算资金管理业务流程重组中的应用，并进一步研究如何把“收支两条线”模式和ERP工作流工具结合起来运用到集团预算资金管理业务流程重组中。

最后，结合上述两个方面的研究，通过某市供电集团预算资金管理进行信息化及业务流程重组的实际案例，探讨“收支两条线”模式和ERP工具流工具的结合在实际的集团预算资金管理业务流程重组中的实现，给出解决方案，并通过试运行情况验证其实施效果。

Abstract

Business process reengineering (BPR) appeared in 20th century 80`s as a kind of management thought. There wasn’t any appropriate tool to carry out this thought then. With the development of manufacture and management informationalizing, business process reengineering by the chance of applying ERP system becomes more important in improving management, reducing cost, increasing quality, expediting response, and so on.

However, there isn’t any successful case in China that applies ERP system and business process reengineering to the budget and financing management in group. So this dissertation tries to probe into this problem. It studies its modes and tools, and also analyses how to carry it out in a real case and how it works.

On one hand, the dissertation reviews the appearance, combination and development of BPR and ERP workflow tool. It chooses the “separate channels of revenue and expenditure” mode as the mode for applying ERP system and BPR to budget and financing management in group, based on the analysis of the features and common modes of group budget and financing management in China. It also probes into the method of combining the “separate channels of revenue and expenditure” mode with ERP system.

On the other hand, the dissertation studies the improvement of ERP workflow tool, which is applied as a tool for BPR, with the purpose to meet the needs of budget and financing management informationalizing. It also studies the application of ERP workflow tool in budget and financing management, and tries to find out how to combine the “separate channels of revenue and expenditure” mode with the budget and financing management BPR.

Considering both sides of the study, the dissertation gives an ERP and BPR application solution which combines the “separate channels of revenue and expenditure” mode with ERP workflow tool to a real case that we applied BPR in a power supply group’s budget and financing management. Finally, it validates the effects of the combination and application through the test-run.

1.1 业务流程重组的概念
