当前我国农村社会保障存在的问题及对策

摘要

随着我国社会经济的快速发展，现有的农村社会保障制度难以有效应对农村日益严峻的社会风险和满足农民迫切的社会保障需求。特别是受金融危机的影响，使本已十分薄弱的农村社会保障雪上加霜，农村社会保障的形势不容乐观。面对当前的严峻形势，我们应未雨绸缪，进一步完善农村社会保障体系，防止引发新的社会矛盾，酿成社会危机，实现农村的可持续发展。本文深入剖析了农村社会保障存在的问题，提出在农村社会保障管理、立法、资金筹集等方面的农村社会保障对策，指出农村社会保障制度完善对农村经济可持续发展的重要作用，充分发挥农村社会保障“安全网”和“稳定器”的作用，完善农村社会保障体系，以期维护农村社会稳定，促进农村经济发展，同时为我国农村社会保障制度的完善提供一定理论指导。

Rural Social Security Problems and

Countermeasures in China

Abstract

With the rapid development of China's society and economy, the existing rural social security system in rural areas it is difficult to effectively deal with increasingly serious social risks and to meet pressing social protection of farmer's needs. In particular by the financial crisis, so that the already weak social security worse in rural areas, rural social security situation is not optimistic. In the face of the grim situation, we should look ahead to further improve the rural social security system to prevent the rise to new social conflicts and lead to social crisis and achieve sustainable development in rural areas. This article analyzes in depth the existence of social security in rural areas put forward in the rural social security management, legislation, financing and other aspects of rural social security measures, pointed out that the social security system in rural areas to improve the rural economy of the important role of sustainable development, give full play to the rural community protect the "safety net" and "stabilizer" role, and improve the social security system in rural areas with a view to maintaining social stability in rural areas and promoting rural economic development, as well as China's rural social security system to provide a sound theoretical guidance.

引言

“三农”问题是构建社会主义和谐社会的重要因素，建设社会主义新农村是未来一个时期解决“三农”问题的新政策目标。《中共中央国务院关于推进社会主义新农村建设的若干意见》的文件指出，“十一五”时期是社会主义新农村建设打下坚实基础的关键时期，是推进现代农业建设迈出重大步伐的关键时期。由于历史原因我国城乡之间在生产水平、收入水平和生活方式等方面存在现实的差别，城乡的“二元结构”和不平等的“国民待遇”严重限制了农村城市化的进程，农村社会保障的滞后也成为制约我国全面实现现代化的瓶颈。
