摘 要

在社会经济与科学技术迅速发展和信息化建设持续推进的形势下，作为个人，现代社会组织以至整个国家、民族生存与发展的战略资源，信息资源的组织与管理在社会活动中的重要性与紧迫性空前提高了，有史以来，人类社会的管理活动是围绕着物质资源和开发与利用展开的，在物质资泊的组织与管理方面，人们积累了丰富的经验，现代经济学与管理科学的形成与发展，基本上以人类社会物质的生产、交换与消费的研究与实践为基础的，现在，社会经济活动中的要素配置发生了重大的变人，信息资类推成为与物质资源同样重要，而且越来越重要的战略资源。信息资源的丰裕程度、其开发与利用的效率与有效性，是个人、现代社会组织的以至整个国家、民族核心竞争能力的主要组成部分。因此，信息资源管理是现代管理的主要支柱之一。

Abstract

In social economy and the rapid development of science and technology and informatization construction under the situation of continues to advance, as individuals, and modern social organizations and even the whole country, the national survival and development of strategic resources, information resources organization and management of the importance and urgency of an unprecedented increase in social activities, history, the management activities of human society is around the development and utilization of material resources and, in the material organization and management of parking to people accumulated rich experience, the formation and development of modern economics and management science, basically in human social material production, exchange and consumption, on the basis of the research and practice, now, the elements of social economic activity configuration to major change people, information and become as important as material resources, and more and more important strategic resources. The abundance of information resources, its development and utilization efficiency and effectiveness, is an individual, organization in modern society and even the whole country, the national main part of the core competitive ability. 1 信息资源组织与管理的概述

1.1 信息资源组织与管理的概念

信息资源组织即信息资源的有序化的活动：对于信息资源有序化的规律的认识，以及应用认识得来的规律从事有序化工作

利用一定科学规则和方法，通过对信息外在特征和内容特征的描述和序化，实现无序信息流向有序信息流的转换，从而保证用户对信息的有效获取和利用及信息的有效流通和组合。

1.2 信息资源组织与管理的原则和作用

科学性原则:一是要用科学方法来研究网络信息资源的分布规律;二是必须以科学的态度对那些缺乏社会监督的网络信息资源鉴别,去粗取精,去伪存真。

系统性原则:这网络信息资源只有系统地、连续地进行组织,才能发挥效用,尤其是重点或特色资源,决不能时断时续、支离破碎,不成系统,按照系统论的观点,1+1>2,每一种信息只有当它是整个信息集合体的一个有效组成部分时,才能充分发挥其潜在的能量。

效益性原则:网络信息资源组织与管理的效益性,包括社会效益和经济效益两个主要方面,社会效益是指网络信息的使用所产生的有益于社会进步的效果,具体表现在网络信息资源的完整性、及时性,给读者或用户所带来的方便与满意程度,网络信息资源对社会持续发展所起的促进作用等方面。经济效益指网络信息资源对科技进步,宏观决策以及相关产业的发展所起的作用。
