摘 要
随着中国改革开放和市场经济的发展,中国港口管理体制改革的深入,上海集装箱码头企业环境发生了较大变化,随着企业的发展和企业战略的变化,选择合适的组织结构成为重要课题。
本文采用典型实证分析和逻辑理论分析的研究方法。在调查和参阅资料的基础上,研究上海集装箱码头企业现状、发展、组织结构模式沿革、组织结构的现状和主要威胁后,分析了目前上海集装箱码头企业组织结构存在的问题,并分析了引起问题的原因是:长期的计划经济体制和港务局的“政企不分”管理机制。
文章重点在分析比较“直线-职能制”和“事业部制”结构模式的优劣,研究集装箱码头组织结构影响因素的特征基础上,提出了“组织生命周期决定机制”和“结构跟随战略决定机制”理论。并根据该理论和组织结构影响因素的特征,选择了上海集装箱码头企业组织结构模式:变“直线一职能制”为“事业部制”,实现多元化发展战略目的。提出了新的部门设置和职能内容,并重新绘制了“上海港集装箱码头企业组织结构图”。最后对新的上海港集装箱码头企业组织结构模式再造实施的步骤、策略、阻力和方法进行了简要分析。
本论文共分七部分:(1)绪论(2)上海港集装箱码头的现状和发展(3)上海港集装箱码头企业组织结构的现状(4)上海港集装箱码头企业组织结构所面临的问题分析(5)上海港集装箱码头企业组织结构再造的模式选择(6)上海集装箱码头企业组织结构再造的模式实施(7)结论。

Abstract
With China’s opening up policy, development of market economy and penetration of China ports administration mechanism, the environment of Shanghai container terminals enterprises has changed a lot. Because of the changes of enterprises development and strategy, selecting an appropriate organization structure becomes a very important issue.
The paper adopts the ways of representative demonstration and logical theory analysis. Base on investigation, data reference, and research on current situation, development, organization structure mode evolution and main threats of Shanghai container terminals enterprises, writer analysis the problems that Shanghai container terminals enterprises are now facing and the causes for those problems, which are. long-term planned economy system and management framework - “combination of politics and enterprises” of port authorities.
The papers emphasized on the analysis and comparison of the advantages and disadvantages of “straight line – function”. Base on the research of features of those influential factors, the paper proposed the theory of “mechanism determined by corporate-life-circle” and “organization structure following strategy”. According to these two theories and those influential factors, the paper chooses Shanghai container terminals enterprises’ organization structure as example and change their current mode of “straight line – function” to “the system of enterprise department” mode as to realize the objective of multi-factor development strategy. The paper also proposed the principle of setting up departments and content of department functions. The new organization chart of Shanghai port container terminal enterprises was also developed.
As last, a brief analysis on new mode of organization structure for Shanghai port container terminal enterprises was made in terms of restructuring procedures, strategies, obstacles and methods.
